Master Instructors are crucial to our mission for elite guidance. We hand-pick each instructor to ensure our mission remains true and children are fed the right amount of artistic nourishment needed to allow them to grow and flourish in our garden through the four primary stages; starting with the egg (stage 1), caterpillar (stage 2), chrysalis (stage 3) and ultimately butterfly.

Housing Incentives for New and First-Time Homeowners
Caldwell offers valuable incentives for both new home construction and first-time homebuyers. Those building a new home on a private lot may receive one year of free water, sewer, and storm water utilities (up to $1,500), a waiver of building permit fees, and a free one-year family swim pass.
First-time buyers purchasing an existing home can also benefit from incentives, including six months of free utilities (up to $600), a free remodeling permit, and a complimentary one-year family swim pass.
In addition, the Brightening the Border Queen Painting Incentive provides reimbursement assistance to help residents paint and improve their homes. This program is available on a first-come, first-served basis and is not income-restricted, helping homeowners enhance their property while contributing to the beauty of the community.

The City of Caldwell is proud to offer housing and business incentives that make it easier and more affordable to invest in our community. Whether you are building a new home, purchasing your first property, or launching a new business, these programs are designed to reduce upfront costs and reward those who choose Caldwell.
Available incentives include utility credits, waived building permit fees, free family swim passes, and reimbursement programs that help offset improvement costs. These benefits are available for both residential and commercial properties, helping strengthen neighborhoods and encourage economic growth throughout the city.
To qualify, incentive applications must be completed and returned with supporting documents within 60 days of property purchase, construction completion, or business opening.



Business Incentives that Support Local Growth
Helping entrepreneurs and business owners invest in Caldwell’s future
Caldwell is committed to supporting entrepreneurs and encouraging new commercial development. Businesses constructing a new commercial building within city limits may receive a $3,000 water, sewer, and storm water utility credit, along with a waiver of building permit fees.
First-time purchasers of existing commercial buildings may qualify for a $1,500 utility credit and free remodeling permit. These incentives are designed to help offset startup and renovation costs, making it easier for business owners to establish themselves and succeed.
Additional programs, including Downtown Preservation and Roof Grants, are also available to support building improvements and maintain Caldwell’s historic charm. Incentives apply to new businesses and qualifying purchases, but do not apply to relocated businesses, home-based businesses, or additions to existing operations.
